11.5V should crank the motor. Might be a little slow but still enough rpm
to start the car. 

So to me the problem would be getting power to the starter motor.
Ignition key switch could be the problem. Bad or loose + cable. (Check
it.) 
Also the little wire that plugs into the starter (Next to the + cable)
could be loose of fallen off completely. (Check that too.)
Otherwise, with the key on, just try and jump the + post on the starter
to the little male connector that the small wire plugs into. Use a
screwdriver should help unless you have a remote starter switch. Expect
sparks but don't be afraid. It it doesn't crank the starter then the
motor could be bad. Listen for the selenoid to make a "CLICK" sound. If
you only hear that, but no starter sounds, the starter motor is bad.
