Now, Alt problems...

Along with my intermittant Oil pump problem,

A new problem has come to light.

While driving, the alt seems to be 'overcharging'.
The voltmetergoes from 12 to 14 back to 12 again very quickly. Sometimes it 
hits 16.

Is this a bad regulator?
Where is it? In the alt?
Can i replace that myself or is it Alt rebuild time, again?
