Reinstalling rear bumper.

Hey, I'm trying to put the rear bumper back on my 88 16v.  The trim that
sits right on top of the bumper is being a bitch to put back on.  Is it
easier to put the trim on before the bumper or vice/versa?  I put the
bumper on and now I think it would be best to just take it all the way
off so that I can attach the trim unobstructed.  Any help would be
great!
