My son's Scirocco  had a bad cold starting problem.
After numerous attempts to fix it (tune up, cold start injector,
thermo time switch, fuel injection pump relay),
a VW mechanic that I know helped me with the solution.
Connect a large braided ground strap between the cylinder
head, one of the large bellhousing to block attaching 
bolts, and the battery negative terminal. There is enough of 
a voltage drop when it is cold that the plugs won't fire.
Make sure that the connections are clean (use wire brush or
Scotch-brite).
We have not had any problems since this was done 2 months
ago. Hope this cures your problem.
