Bilstein Install

I recently put on Bilstein sports and was suprised to find two sets of 
spring perches in the box.  Obviousely one set is for the lower spring 
perch..where it sits on the circlip but is the other a different size for 
different springs or does it go on the top of the spring and then the 
spring hat goes on???
