clean all your ground connections (battery cables, ground straps...).
get some sandpaper, and clean all the ends of the ground wires in the
engine and the spot where they contact the firewall/transmission/etc
(you should do this anyway, your car probably needs it)...  if that
doesn't work, then take off the wipers (10mm nut).  open your hood and
remove that plastic drain thing covering the wiper mechanism.  pop off
the linkages from the motor arm and from the wiper arms (they pop right
off if you pull hard enough).  close your hood (don't crush the plastic
thingy!!).  look right at the base of the tapered part of the wiper
shafts, there is a C-clip.  take this off and the post will slide down.
lubricate the inside of that (i just used motor oil and a little bit of
moly grease) and slide the post up and down to spread it around.  pop
the C-clips back on.  lubricate the little brass ball thingies on the
motor arm and wipers arms with moly grease and pop the linkages back on.
 while you are under there, clean the connection to the wiper motor with
some contact cleaner.  if THAT doesn't work, you may need a new motor.
OR, maybe you are used to how fast normal american car wipers are...

maybe, hmmm....  are all your electricals running slow?  do that ground
thing, it helps.  for this you can check by pulling off the rubber hose
things from the squirters (careful because those squirters are brittle
and will break if you pull crooked....) and seeing if it comes out of
the hoses.  if yes, get a guitar string, thin needle, whatever and
unclog the nozzles.  you night want to remove your washer fluid tank and
clean it out so you don't keep suckin dirt into it.  if no, either the
hose from the pump is clogged or more likely kinked somewhere, or the
pump is tired.  you can get a replacement pump at pep boys (no kidding).
 GM and VW use the exact same kind of pump, it's hanging in the isle,
$13.  pops right in, electrical connection and all with no problems.

try spraying a little bit of contact cleaner in between the button and
the stalk, mash the button down and move it around... (worked on my ex's
85 jetta GLI....)

by the way, you can get contact cleaner (called "tuner cleaner") from
radio shack for $5.  it comes in handy to clean electrical connections,
especially the FI connections under the hood...
