How to properly wetsand?

Hi y'all,

I'm at the wetsanding stage in prepping my car, but I'm so uncertain as to
how to do it.  I've been without a car for three weeks and I going slightly
mad.  I've already primed the car but when I sand it, how wet must the
sandpaper be andis it alright for the car to be wet.  

Also, I've attempted to wetsand but often, the primer disappears and you
can see the previous coat of paint.  Am I doing something wrong or is this
natural.

Finally,  in the section that I did wetsand I could still see some
scratches.  Will these disappear when the car is painted?  Any info would
greatly be appreciated and thanks Andre for the previous tips.
