installing power steering belt

I managed to loosen all of the 13mm mounting bolts on the power steering
pump adjustment brackets and swung the pump upwards to create slack in
the belt.  Then, I took off the old aftermarket belt that was on there
without any problem.  Then I tried to install an OEM belt back on but it
wouldn't fit.  It was too small by approximately 1/2cm.  I couldn't
adjust the pump up anymore, the pulley was hitting against the water
pump pulley.  When I held the new OEM belt next to old aftermarket belt
there seemed to be about 1cm more on the a/m belt.  Do a/m belts come
larger or is it just stretched out?
Is there some kind of trick to get this belt on, or am I missing
something here?  Should i try to remove the pump completely away from
the mounting brackets, put the belt on, and then try to bolt the pump
back?  What should I do to get this baby on?
