Uhhh am I embarrassed now. My shiny theory collapsed.  

The verdict: The actual, physically stamped on VIN of this 16V sciroocco 
is
WVWCA 0532HK000076. 
An 8 valve designation just as it appears on all the documentation. D'oh. 
Schnapps-sodden assembly line workers is the only theory left standing.
