I have an 85 Scirocco with an 84 GTI motor in it.  I believe I have the same
hose.  It's connected  to a same black plastic piece.  A friend of mine said
it has to do with the air shrouded fuel injectors used on 84 up JH engines.
 His daughter has an 83 GTI, it doesn't have the hose and her injectors are
different than mine.  Hope this helps!!
