The reason that a Euro Scirocco might have a choke cable is that in (at
least) Germany you could buy many different versions of Sciroccos - from
1.3 liter carburated models all the way up to fullblown 16V models (with
lots of variations in-between!)

Perhaps some of our members from Europe can elaborate on this .  . .

If I am thinking of the same part it will fit it the lower left hand part
of your dash and the tube on the back of it fits in a hole where in the
european models a choke would go. I asked a german friend of mine about
this and that was what he told me, as to why a scirocco would have a
choke I
have no idea. I found mine under the drivers side seat also, weird.
