My Voltmeter ain't woikin'!

I hooked up all my guages and while hooking up the vmeter I couldn't get it to read except 
when the positive line was connected to the battery.  None of the positive wires for the 
lights worked and none of the terminals on the back of the fuse panel would work.  I just 
want to know why the hell the v-meter won't read off any other line than the battery.  Can 
you help me out?  Eh?  Thanks,
