A machine shop is your best bet. Machine shops tend to specialize (one 
make, type of application, etc.), so ask around for a good VW (h2o) 
specialty machine shop in your area. The price on a 1.6 / 1.7 8v is about 
$100. 

There is an excellent book that details the balancing / blueprinting 
process for the H2O VW's , I think it is called "Modifying the Water 
Cooled VW" (?). Pretty good book that covers all the common and and a few 
un-common modifications.
